Integrity and Safety
Ski de fond Québec considers the practice of cross-country skiing, sport, and recreation as a vehicle for personal growth and societal development. Through its mission and vision, Cross Country Ski Québec is committed to promoting the values of integrity and inclusion within an environment founded on respect, fairness, and dignity.
These core values are reflected in our policies and procedures, which are designed to protect the safety and well-being of individuals while ensuring the timely and retaliation-free resolution of misconduct complaints and disputes.
In accordance with the Ministry Statement on the Protection of Integrity in Sport and Recreation, which Cross Country Ski Québec adopted in 2023, the objectives are to:
- Ensure a safe environment for everyone involved in sport and recreation;
- Ensure complete objectivity in the handling of complaints;
- Ensure consistency across all sports through a centralized complaint process;
- Guarantee sustainable funding for the program to ensure its effectiveness and long-term viability.

Ski de fond Québec provides three independent and confidential reporting mechanisms to help ensure a safe, respectful, and healthy environment for everyone.

1. “Report a Concern” Button – Sport and Recreation Integrity Commissioner (PILS)
Since June 2025, the protection of integrity in sport and recreation settings has been overseen by the Sport and Recreation Integrity Commissioner (PILS). This independent body works to ensure a healthy, safe, and respectful environment for all individuals involved in sport and recreation.
Cross Country Ski Québec supports this new framework and encourages anyone concerned to consult the resources available through PILS.
Violence, harassment, abuse, or neglect?
The Sport and Recreation Integrity Commissioner (PILS) receives and reviews complaints and reports concerning situations where an individual’s physical or psychological integrity may have been compromised in the context of participating in sport or recreation activities.
As an ombudsman, PILS provides a neutral and impartial perspective on the situations brought to its attention. Please note that the handling of a complaint or report depends on the nature and severity of the circumstances reported.
In many cases, the first step may be to contact your club, association, or federation, as these organizations are often best positioned to respond quickly. PILS remains available to assess any situation within its mandate and, when appropriate, direct you to the most suitable resource or recourse.
3. Orange Button – Quebec Recreation and Sports Network (Alias)
Purpose
Dispute resolution for complaints that do not fall under the first two mechanisms, including situations requiring conflict resolution between parties.
Individuals Covered by the Policy
This policy applies to all members of the Federation and individuals involved in its activities, including but not limited to:
- Athletes, participants, and recreational users;
- Parents or guardians;
- Support personnel (coaches, instructors, officials, and facilitators);
- Employees (staff, volunteers, and contractors);
- Affiliated organizations (administrators, clubs, and associations).
Exclusions
The following situations are excluded from this policy:
- Complaints and reports related to integrity in sport and recreation as defined by the Sport and Recreation Integrity Commissioner (PILS) and covered under the Integrity Policy;
- Violations of safety standards governed by a Federation safety regulation when that regulation includes its own disciplinary process;
- Strictly private or personal matters that have no connection to the Federation relationship;
- Situations governed by another mechanism established under a specific policy that takes precedence.

Who can contact Sport'Aide?
Anyone directly or indirectly involved in a sporting environment who is experiencing, has witnessed or has reason to believe that someone close to them is experiencing difficulties in their sporting environment (e.g. parents, athletes, volunteers, coaches, administrators, referees, etc.).
